The immediate goal is to gauge public interest and learn whether enough people are willing to help build the infrastructure for a serious effort. Organizing, legal review, printing, volunteer training, public outreach, and signature collection could require several hundred combined volunteer hours.

Residents elect the City Council. The Council establishes policy and appoints a City Manager, who supervises city departments, staff, and day-to-day operations.

Directly elected mayor

Beloit voters would directly elect a mayor to lead city government. The mayor's exact authority, relationship to the Council, and administrative structure would be finalized and legally reviewed before any official petition.
